ESTABLISHMENT BRANCH

Establishment matters of Directorate employees (Head Office and six Regional Offices located at Amritsar, Jalandhar, Ludhiana, Patiala, Bathinda and Ferozepur). Processing of resolutions of Class-I municipal councils of Patiala, Jalandhar and Ludhiana regions. Diary and Dispatch work of Directorate. Supdt. Of this Branch is PIO for supplying information under RTI relating to five Directorate Branches. Establishment matters of non-provincialized cadres of ULBs, confirmation under section 235 and 236 of orders regarding resolutions passed by Regional Deputy Directors, ULBs under Section 232 and 234. Administrative approval of estimates under the Punjab Municipal Works Rules, 1978. Court cases and other allied matters relating to the branch.

GENERAL BRANCH

Processing of resolutions of Class-I Municipal Councils falling in Amritsar, Ferozepur and Bathinda Regions, all matters relating to E.T.T. teachers, confirmation under section 235 and 236 of orders regarding resolutions passed by Regional Deputy Directors, ULBs under Section 232 and 234. Administrative approval of estimates under the Punjab Municipal Works Rules, 1978. Court cases and other allied matters relating to the branch, demands of safai karamcharis, Mohalla Sanitation Committees, removal of encroachments, cattle ponds, slaughter houses, stray dogs and other misc. work of the Directorate. Court cases, supply of information under RTI etc.

TRUST SERVICES CELL

Establishment matters of Improvement Trusts where Director is the competent authority such as Junior Engineers, Accountants, Draftsmen, Senior Assistants, Clerks/Junior Assistants, Steno typists, Junior Scale Stenographer, Senior Scale Stenographers and matters relating to other non-provincialized cadres of Improvement Trusts. Establishment of all Fire Brigades of Municipal Corporations and Municipal Councils such as Assistant Divisional Fire Officers, Fire Station Officers, Sub Fire Officers and non-provincialised cadres of Leading Firemen, Firemen, Fire Drivers/ operators including other related matters e.g. Opening of new Fire Brigades, training to fire staff, release of funds etc. relating to Fire Service. This branch is coordinating branch for directorate works. Misc. works like court cases, information under RTI etc. are also attended.

MUNICIPAL SERVICE CELL

Matters relating to the provincialised cadres of Municipal Corporations and Municipal Councils/ Nagar Panchayats e.g. Junior Engineers, Accountants Grade-II, Inspectors , Sanitary Inspectors, building inspectors, Senior Scale Stenographers, Draftsman and related matters of non-pronvincialised cadres of Municipal Corporations and Municipal Councils/ NPs, preparation of state level list of all the Clerks working in these ULBs, work relating to Census besides Court cases, information under RTI etc.

ENGINEERING BRANCH

All the Urban Local Bodies have engineering establishment to look after the development works. Presently a no. of 4 Chief Engineers are working in the Head Office at Chandigarh and two Chief Engineers are stationed in Amritsar and Jalandhar one each. At the Head Office level, Sh. Manmohan Singh, Chief Engineer is looking after the development works of Improvement trusts and major projects of the Urban Local Bodies, Sh. A.K. Kansal is working as Chief Engineer cum Chief Vigilance Officer for Municipal Corporations and Improvement Trusts, Sh. V.P Singh, Chief Engineer cum Chief Vigilance Officer for Municipal Councils, Sh. Ajay Kanwar, Chief Engineer for Municipal Councils. Sh. Lachhman Dass is working as Chief Engineer Civil for Municipal Corporations having Headquarter at Amritsar and Sh. A.S. Dhaliwal as Chief Engineer (O&M) stationed at Jalandhar.

LEGAL CELL

Tendering legal advice, vetting of drafts, follow up of court cases relating to Directorate Branches. Any other matter specifically marked by PSLG or DLG.

MUNICIPAL ELECTION OFFICE

Determination of wards of Municipal Corporations, Municipal Councils/ Nagar Panchayats, processing of cases relating to holding of municipal elections, bye-elections and issuance of notifications regarding election of Presidents, rotation of wards where 2nd or 3rd elections are held, door to door collection of data of population for determinations of wards holding of meetings of Delimitation Boards and issue of Notifications regarding Ward Bandi. Other misc matters relating to establishment of Municipal Election office, court cases, information under RTI etc. etc. Notifications have been issued for holding of elections of 29 municipal councils/ Nagar Panchayats and bye election on 24 seats in 20 ULBs in the 2nd week of June, 2012.

CHIEF VIGILANCE CELL

The Chief Vigilance Office of the Local Government department is dealing with the complaints received against the officials/employees of Municipal Corporations, Municipal Councils and Improvement Trusts regarding quality of work and financial irregularities etc.
